About the role

About QBCC

As Queensland's independent building and construction regulator, we play a critical role in protecting people, supporting industry and building trust in a system that touches every part of our community, from safe homes and liveable communities to jobs and economic security. We support more than 120,000 licensees, protect consumers, and uphold standards to strengthen our $59 billion industry and build trust across the community.

Our role is to help prevent issues before they arise, support informed decision-making, and take regulatory action when standards aren't met.

About the role

As the Senior People Experience Partner, you will deliver practical initiatives that strengthen culture, engagement, inclusion and employee experience. Working with leaders, employees and People and Culture colleagues, you will turn employee feedback and organisational insights into evidence-based solutions that address real needs. You will lead defined projects from diagnosis and design through to implementation and evaluation, facilitating workshops and consultations to develop approaches that work in practice. Your work will include creating tools and guidance that support feedback, recognition, growth, performance and leadership effectiveness.

Combining analytical judgement, stakeholder engagement and hands-on delivery, you will help embed new ways of working, track outcomes and recommend improvements. This is an opportunity to apply your organisational development expertise to meaningful change, with a focus on practical, sustainable outcomes.

About you

You bring hands-on experience in organisational development or employee experience, with the ability to turn insights into practical improvements. You have delivered initiatives from understanding the issue through to implementation and evaluation, taking ownership of outcomes and balancing competing priorities.

Your analytical judgement helps you interpret employee feedback and organisational data, identify underlying needs and recommend evidence-based solutions. A confident communicator and facilitator, you build trusted relationships, lead productive consultations and influence action without direct authority.

You translate complex findings into clear advice, useful tools and engaging presentations. Comfortable learning digital tools, you bring sound professional judgement, welcome feedback and contribute to a respectful, collaborative team. Your experience may span culture, engagement, leadership or performance, supported by relevant study or equivalent practical experience in these areas.

How to apply

Before you apply, read the attached position description, submit your resume (maximum of 3 pages) and cover letter (maximum of 2 pages)

Please include in your cover letter a response to this fictional scenario:

A government agency is reviewing its performance and development process.

  • 92% of employees have a completed performance and development plan.
  • 46% of survey respondents say their development conversations help them improve their effectiveness.
  • Learning expenditure is reported, but there is little information about whether learning is applied at work.

A draft recommendation states:

“The high completion rate demonstrates that the process is working effectively. The remaining opportunity is to improve employee understanding. We recommend compulsory refresher training and a target of 100% plan completion.”

Response to be included in your cover letter

In no more than 350 words, provide a brief professional response to the author of this recommendation. Explain:

  1. Which conclusions are supported by the information, and which require further examination.
  2. The two most important things you would establish before endorsing an approach, including whose perspectives you would seek and why.
  3. What you would recommend happens next, and what evidence would justify proceeding with the proposed training—or taking a different direction.

Write as you would to a colleague: clear, constructive and focused on improving the recommendation. No additional research, detailed implementation plan or particular theoretical model is required.
