About Nebius

Nebius is leading a new era in cloud infrastructure for the global AI economy. We are building a full-stack AI cloud platform that supports developers and enterprises from data and model training through to production deployment, without the cost and complexity of building large in-house AI/ML infrastructure.

Built by engineers, for engineers. From large-scale GPU orchestration to inference optimization, we own the hard problems across compute, storage, networking and applied AI.

Listed on Nasdaq (NBIS) and headquartered in Amsterdam, we have a global footprint with R&D hubs across Europe, the UK, North America and Israel. Our team of 1,500+ includes hundreds of engineers with deep expertise across hardware, software and AI R&D.

The Network Supply Manager will be responsible for operational procurement activities supporting Nebius network infrastructure and data-center projects across the United States.

The role will primarily focus on U.S. projects, suppliers, deployments, and operational procurement requirements. The successful candidate must also be willing and able to support network connectivity and data-center projects in other regions based on business priorities and team requirements.

The position covers supplier sourcing, RFQs, proposal evaluation, commercial negotiations, contract execution, purchase orders, invoice processing, payment tracking, and supplier onboarding. The role will work closely with Engineering, Finance, Legal, Data Center, and other internal teams to ensure procurement activities are completed efficiently and in accordance with Nebius procurement policies.

The successful candidate should understand the U.S. telecommunications supplier landscape and have general knowledge of major global telecommunications carriers, infrastructure providers, and data-center operators.

Key Responsibilities

  • Take primary ownership of operational procurement for network connectivity, IP address resources, and data-center services across the United States.
  • Support global network infrastructure and data-center projects in other regions as required by business priorities.
  • Identify, evaluate, and engage regional and global telecommunications suppliers.
  • Conduct RFQs, evaluate and compare supplier proposals, negotiate commercial terms, and support contract execution.
  • Process and track purchase requests, purchase orders, invoices, and payments using ERP and procurement systems.
  • Coordinate procurement activities with Engineering, Finance, Legal, Data Center, and other internal stakeholders.
  • Support supplier onboarding, qualification, due diligence, and contract-management processes.
  • Procure services including IP Transit, Dedicated Internet Access (DIA), Data Center Interconnect (DCI), Dark Fiber, wavelength services (DWDM), Managed Optical Fiber Networks (MOFN), colocation, cross-connects, Remote Hands, and Network as a Service (NaaS).
  • Support the sourcing, purchase, leasing, transfer, and commercial evaluation of IPv4 and IPv6 address resources.
  • Ensure compliance with Nebius procurement policies, competitive sourcing requirements, and internal approval processes.
  • Build and maintain strong relationships with U.S. regional suppliers and global service providers.

Key Requirements

  • A minimum of 3 years of experience in IT procurement, telecommunications procurement, strategic sourcing, or procurement operations.
  • Experience with supplier sourcing, RFQs, proposal evaluation, and commercial negotiations.
  • Experience using ERP, procure-to-pay, or procurement-management systems.
  • General understanding of telecommunications, network connectivity, and data-center services.
  • General knowledge of major global telecommunications carriers, network infrastructure providers, and data-center operators.
  • Ability to evaluate supplier proposals based on pricing, technical and commercial scope, delivery timelines, service levels, and contractual terms.
  • Ability to manage multiple procurement requests and competing priorities simultaneously.
  • Strong organizational, analytical, negotiation, and stakeholder-management skills.
  • High attention to detail and the ability to maintain complete and accurate procurement records.
  • Ability to collaborate effectively with technical, financial, legal, and operational stakeholders.
  • Willingness and flexibility to support procurement activities and projects outside the United States when required.
  • Professional fluency in English.

Highly Desirable Experience

  • Procurement or supplier-management experience within the U.S. telecommunications or data-center market.
  • Experience working with U.S. regional carriers, global telecommunications providers, data-center operators, and network infrastructure suppliers.
  • Experience supporting data-center deployments, network expansions, or Point of Presence (PoP) projects in the United States.
  • Knowledge of the U.S. supplier landscape, commercial practices, delivery challenges, and relevant regulatory considerations.

Nice to Have

  • Experience procuring telecommunications or network services such as IP Transit, DIA, DCI, Dark Fiber, DWDM, cross-connects, colocation, and Remote Hands.
  • Experience with MOFN solutions or other dedicated fiber infrastructure models.
  • Experience with Network as a Service solutions.
  • Experience sourcing, purchasing, leasing, or transferring IPv4 and IPv6 address resources.
  • Familiarity with IP address due diligence, reputation checks, Regional Internet Registries, and address-transfer processes.
