The successful candidate will support the Marine Corps budget execution while contributing to the analysis and improvement of financial workflows. Investigate recurring errors, document existing work processes, and develop corrective actions, standard procedures, and training materials that enhance execution accuracy and reporting. This role blends hands-on financial analysis with process improvement to strengthen the reliability and efficiency of budget operations.

Responsibilities

  • Analyze current and prior year commitments, obligations, expenditures, and budget controls to identify recurring errors, abnormal conditions, and process weaknesses.
  • Conduct root cause analysis of execution discrepancies and DAI issues; distinguish transaction, data, interface, and workflow causes and recommend corrective measures.
  • Develop and update Business Process Narratives, Corrective Action Plans, and Standard Operating Procedures for Government review, with clear responsibilities, controls, and supporting evidence.
  • Assess reimbursable order management workflows and Project, Organization, Expenditure Type, and Task data; recommend improvements to accuracy and processing efficiency.
  • Record and track incidents in JIRA; coordinate escalation with the DAI Helpdesk and PMO, and translate system deficiency guidance into practical user procedures.
  • Support fiscal year close mock testing with DFAS and HQMC stakeholders; document results, exceptions, recommended fixes, and follow-up actions.
  • Create job aids, training materials, and execution metrics; help users apply revised procedures and track whether corrective actions reduce repeat errors.

Required Qualifications

  • Undergraduate degree in a relevant field and at least six years supporting Federal financial management.
  • Advanced Marine Corps financial systems expertise, including coding, structure, data standardization, USSGL posting logic, and technical closeout effects on USSGL accounts.
  • In-depth knowledge of PBIS, DAI, ADVANA, and WYPC or its successor; ability to trace financial issues across systems and business processes.
  • Experience researching financial discrepancies, documenting workflows and controls, and developing corrective actions, SOPs, or training materials.
  • Advanced Excel, Power BI, Power Query, and data analysis skills; ability to prepare cost estimates, financial requirements analyses, and status reports. Relevant certifications as proposed for the position.

Work location and Access

Must be physically stationed within 50 miles of the Pentagon and available for onsite support.

Must meet Government background investigation, CAC, and system access requirements.
