Why This Role Matters

At Hiring Our Heroes (HOH), we connect service members, military spouses, and veterans to meaningful careers. As part of the U.S. Chamber of Commerce Foundation, our work sits at the intersection of workforce development and real impact.

We’re looking for a Program Manager to lead our Skilled Trades Academy at Fort Belvoir—someone who can build relationships, drive outcomes, and create real opportunities for the military community. This is a hands-on, high-impact role for someone who thrives in a fast-moving environment and wants to see their work translate into jobs, careers, and long-term success for others.

What You’ll Own

  • You won’t just manage a program—you’ll shape it.
  • Lead end-to-end strategy and execution for the Skilled Trades Academy
  • Translate national goals into local programming, partnerships, and results
  • Build and grow employer relationships across skilled trades industries
  • Identify new growth opportunities (industries, training pathways, cohorts)
  • Plan and host events that connect participants with employers
  • Deliver briefings and webinars to drive program awareness and enrollment
  • Oversee training providers to ensure high-quality participant experiences
  • Support participants throughout their journey—from application to placement
  • Track outcomes, measure success, and continuously improve the program
  • Create clear, executive-ready updates and impact storytelling

What You Bring

  • Strong communication skills and the ability to engage diverse audiences
  • Experience in business development, partnerships, or workforce programs
  • Ability to manage multiple priorities and operate independently
  • A data-driven mindset with the ability to translate insights into action
  • Comfort using AI tools to increase efficiency and productivity
  • Professionalism, adaptability, and a self-starter mentality
  • Proficiency in Microsoft Office, Teams, and virtual platforms

Nice to Have

  • Experience working with the military community or transition programs
  • Familiarity with DoD SkillBridge
  • Exposure to skilled trades (union or non-union environments)
  • Bachelor’s degree preferred but not required

A Quick Note on Structure

This role is employed by Markham and supports Hiring Our Heroes programming, combining mission-driven work with the operational strength of a full-service team.

Who This Is For

Someone who wants to build something meaningful, is energized by people and partnerships, can operate at both a strategic and execution level, and cares deeply about supporting the military community.

Location Requirement

This role requires regular in-person presence at Fort Belvoir; candidates must reside within a reasonable commuting distance to support on-site program delivery and operations.

Compensation & Benefits

  • 401(k) with up to 3% employer contribution
  • Medical coverage (employer-paid premium)
  • Dental and vision options
  • PTO accrual based on tenure
  • 80 hours of sick leave annually
  • 9 paid holidays

We recruit, employ, train, compensate, and promote without regard to race, color, religion, sex, sexual orientation, gender identity or expression, national origin, age, disability, marital status, status as a protected veteran, genetic information, or any other characteristic protected by federal, state, or local law.
