Your Opportunity

As the Program Manager, Digital Transformation Program you will:

  • Design and lead the program delivery model, governance approach, ways of working and integrated delivery plan for the Digital Transformation Program.
  • Provide program-level management and first-point escalation across project managers, coordinators, delivery teams, vendors and stakeholders to ensure risks, issues, dependencies and decisions are managed at the appropriate level.

This position reports to the Director, End User Services.

This is a Temporary, Full-Time opportunity, for 12 months unless otherwise determined.

The position will be based primarily at Mount Gravatt, however you may be required to perform work at other TAFE Queensland campuses.

Key Responsibilities

  • Lead the end-to-end planning and delivery management of the 11-project Digital Transformation Program, ensuring program scope, sequencing, priorities and outcomes are clearly defined and actively governed.
  • Provide senior delivery management across multiple concurrent projects and work packages, ensuring progress, risks, issues, dependencies and delivery impacts are visible at program level.
  • Set expectations for project delivery documents and assurance standards, with project managers and coordinators responsible for maintaining operational documents including RAID registers, schedules, status reports and action trackers.
  • Design, establish and mature the program delivery framework, including the program roadmap, governance rhythm, reporting model, escalation pathways, planning standards and delivery ways of working.
  • Chair, prepare for or oversee Project Control Groups, program forums and delivery governance meetings, ensuring the right information, decisions and escalations are brought forward.
  • Maintain program-level visibility of delivery status, including schedule, budget, risks, issues, dependencies, decisions, resourcing, change impacts and implementation readiness.
  • Provide senior advice, options analysis and recommendations to sponsors, executives and governance forums to support timely decisions and maintain delivery momentum.
  • Lead and direct the delivery contribution of project managers, coordinators, implementation leads, technical teams, vendors, change resources and business stakeholders.
  • Act as the first escalation point for material delivery risks, issues, interdependencies, blockers and cross-project impacts requiring program-level resolution or executive decision.
  • Oversee program financial management, including budget planning, forecasting, spend monitoring, resource cost impacts and financial reporting across the program.
  • Hold vendors and delivery partners to account for agreed commitments, technical inputs, implementation milestones and escalation actions through structured program governance.
  • Contribute to the success of transformation and cultural change through promoting and modelling the established values of Showing Initiative, Working Together, Focusing on our Customer and Taking Responsibility.

How you will be assessed

The ideal applicant will be someone who has the following key capabilities:

  • Demonstrated ability to design and establish program-level delivery frameworks, governance structures, reporting models, escalation pathways and ways of working for complex ICT or digital transformation programs.
  • Demonstrated high-level experience leading complex ICT, digital transformation, business improvement or organisational change programs in a large and complex environment.
  • Proven ability to operate at a senior program delivery level, including leading and managing multiple projects, delivery teams, vendors, risks, issues, dependencies and governance requirements.
  • Demonstrated experience leading program governance activities, including Project Control Groups, executive reporting, decision papers, options analysis, escalation management and delivery assurance.
  • Strong financial, resource and delivery management capability, including management of budgets, forecasts, vendor commitments, resource capacity, delivery constraints and implementation readiness.
  • High level communication, consultation and stakeholder management skills, including the ability to influence executives, sponsors, vendors, ICT teams and business stakeholders to resolve complex delivery matters.

Highly Desirable Requirements

  • Significant experience designing, establishing and leading ICT, digital transformation, business improvement or organisational change programs in a complex environment.
  • Demonstrated capability in program governance, delivery assurance, executive reporting, escalation management, financial management and coordination of project delivery resources.
