Professional Services Consultant - Treasury

FreeBalance is looking for a Professional Services Consultant – Treasury to join its team in San José, Costa Rica. The successful candidate will work closely with government clients to implement and support FreeBalance Treasury solutions, from requirements gathering and solution configuration to testing, training, and knowledge transfer. The role requires strong ERP implementation experience, functional Treasury and Public Financial Management expertise, and the ability to translate client needs into effective solutions.

Main Responsibilities

• Implement FreeBalance Treasury solutions for government clients, following the company’s ISO 9001:2015 certified methodology.
• Gather and analyze Public Financial Management (PFM) requirements, mapping government treasury processes to FreeBalance functionality.
• Configure solutions for Treasury Single Account (TSA), cash management, cash forecasting, banking, payments, and expenditure controls.
• Support government investment and debt management, including loans, treasury bills, bonds, interest, and repayments.
• Support financial planning, liquidity management, borrowing requirements, and spending quotas for public institutions.
• Ensure integration with budgeting, accounting, Tax, Customs, Debt Management, and banking systems, working closely with technical teams.
• Conduct User Acceptance Testing (UAT), troubleshoot functional issues, and deliver user training to ensure successful implementation and knowledge transfer.
• Collaborate with Project Managers and government stakeholders to manage expectations, monitor deliverables, and ensure project milestones are achieved on time and within budget.

Qualifications

• University degree in Accounting, Finance, Business Administration, Commerce, Information Systems, or a related field.
• Minimum of 10 years of Information Systems experience, including at least 5 years implementing ERP or financial management solutions.
• Strong functional knowledge of Treasury and Public Financial Management processes, including cash management, cash forecasting, banking, payments, receipts, and related processes.
• Demonstrated experience implementing and configuring Treasury or financial management solutions, including requirements gathering, process mapping, testing, deployment, and training, with the ability to translate business needs into system solutions.
• Experience with ERP systems and the integration of Treasury with other financial management functions, including budgeting, accounting, Accounts Payable, Accounts Receivable, and General Ledger.
• Experience working with government or public sector organizations and knowledge of public sector Treasury and financial management processes is highly desirable.
• Strong analytical and problem-solving skills, with the ability to identify and address functional and implementation challenges.
• Excellent interpersonal, communication, and stakeholder management skills, with demonstrated ability to build positive customer relationships and excellent verbal and written Spanish and English.
